Background
1. General Information:
a. Background of UTPS:
Unity Through Population Service (UTPS) a non-Government, non0profitable Voluntary Organization was established in the early part of 1983 to promote living standard of illiterate downtrodden and less privileged people of the community providing Family Planning, Maternal and Child Health(MCH)literacy, Health and other social services. The ultimate goal of UTPS is to help promote individual developments. At present UTPS has been providing Family Planning, Child Health, Adolescent Health, General Health Care, STD/RTI, HIV/AIDS, Tuberculosis(TB) control, Primary Eye Care Service. UTPS obtained registrations from the Social Welfare Department, Family Planning Department and NGO Affairs Bureau. The concept of establishing UTPS was visualized by its Founder Mrs. Rokeya Zaman, now working as Executive Director.

Mission of UTPS: UTPS believes that health and education facilities are fundamental right of the people. Ensuring peoples active participation and cooperation, UTPS is committed to render quality reproductive health, HIV/AIDS/STD, primary health, including family planning services, literacy programs and self earning activities for the under privileged people.
Goal of UTPS: The goal of UTPS is to improve the socio-economic conditions of less privileged population of the catchments areas particularly the women folk providing health, MCH, FP, Education service and Income Generation Program.
Objectives:
The major objectives of UTPS are as follows:
(i) To support and promote individual developments especially of the women folk leading to family welfare;(ii) To organize and promote MCH & Family Planning activities; (iii) To reduce vulnerability to HIV/AIDS/STD among community people; (iv)To establish institution for training of volunteers distressed women etc. For individual development in order to help develop a better living for the community people; (v)To establish family welfare clinics, hospital & other similar welfare institutions in the urban, sub-urban areas of the country for extending facilities for welfare services including family planning; (vi) To eradicate illiteracy from the project areas giving special emphasis on adult education; (vii) To create opportunities for self-employment of the unemployed & underemployed people particularly the women and to establish women?s rights in the society; (viii)To bring about improvements upon the health of mothers and the under five children and establish their rights; (ix)To provide micro credits to the community people.
Management Structure: UTPS is run by an Executive Committee(EC) consisting of eight members. The EC is responsible for overall management: recruitment of salaried staff contract/ negotiation with the donors, GOB and other NGOs organizations, policy making, planning, performance review etc.. The main function of the General Body is to take all accounts of the performance of UTPS, elect EC members, include new EC members and amend the constitution as and when necessary. The members of the General Body elect the EC members through ballot for a term of two years. Present Executive Committee are elected by the following personnel?s:

Working Experiences with foreign donor's since 1984:
UTPS started providing Family Planning services through community based distribution (CBD) from February 1983 to the less privileged people who lived in its registered areas under Gulshan P.S. Dhaka and in its adjacent four unions. The Asia Foundation(TAF) started funding Unity Through Population service (UTPS) for Family Planning and MCH activities from April 1, 1984 . At that time UTPS covered only 21,337 eligible couples. During the period there was only 1 small static clinic manned by one Doctor. From its inception in 1984 to 1996, UTPS gradually extended its areas and service coverage's around Dhaka City Corporation Ward Nos. 1, 17, 18, 19, 20, 21, 36, 56, 57 and the periphery area Dakkhinkhan, Saterkul Unions under Uttara, Gulshan P.S., Also Covered Tongi, Durgapur Municipalities, Mymanshingh town up to August 1997. After this UTPS received funds from John Snow Incorporated (JSI)/ Pathfinder International (NSDP) and Urban Primary Health Care Project (UPHCP) for providing ESP. Besides these, UTPS received funds from HASAB, Action Aid- Bangladesh, UNICEF & CCDP for STI/RTI/HIV/AIDS prevention and awareness program. UTPS also got financial assistance from GoB for non-formal education.

Introduction of UPHCP: UPHCP (Urban Primary Health Care Project) is a health care program of the Ministry of the local government (GOB) with the financial assistance of Asian Development Bank (ADB), DFID, SIDA, ORBIS International Bangladesh, GFATM & UNFPA to strengthen Safe Mother hood program. The UPHCP-II of Dhaka City Corporation has divided the Dhaka City into 10 Partnership Areas. Unity Through Population Service(UTPS) has got two partnership areas, namely PA-08 and PA-10 for implementation of the program. UTPS has successfully accomplished the 1st Urban Primary Health Care Project(UPHCP).
Goal of Urban Primary health Care Project: The goal of the UPHCP is to improve the health of the urban poor by improving access in health services and changing the way in which health services are provided in urban areas. The primary objective is to reduce preventable mortality, especially among women and children by strengthening the urban primary health care infrastructure and ensuring that the poor underserved people receive good quality preventive, and curative health services.
Specific Objectives:
? Provide health care services through Essential Service Package plus(ESP+) to the less privileged people of the project areas;
? Reduce preventable mortality and morbidity especially among the poor children & women folk;
? Provide safe delivery facilities to the comparatively poor population of the locality;
? Creation of awareness on deadly comparatively of STD/RTI/HIV/ AIDS and other health hazards;
? 100% EPI coverage;
? Reduce population growth rate further providing temporary, semi permanent and permanent contraceptive methods;
? Implement alternative health care sustainable strategies with priority focus on the urban poor;
? Involve GOB, NGO & private sector agencies to ensure accessibility of services at affordable cost;
? Lunch non formal education integrated with health care education including reproductive health, safe delivery, Family Planning STD/RTI/HIVAIDS, sanitation, communicable diseases control & Family life Education;
? Obtain active support of the local leaders in the urban slums through their participation in mobilizing & implementing projects activities;
Catchments Areas: DCC Zones 9 & 10 (Ward- 1,19, 20 & 21) and Fayadabad & Ashkona Metropolitan areas.

Population Information: UTPS,UPHCP-II,PA-10 has already accomplished House Hold(HH) survey as per UPHCP guide line during the period from April,2007 to September, 2007 and enlist 75,318 house hold around the partnership area. Total population of the area is 309,707 ( Male-152,900 & Female-155,807). According to survey score (3-9) identified 26,719 Hard Core Poor & Poor house hold out of 75318 HH and distributed 26,719 Red Card for ensuring their health facilities . The program is designed towards ensuring 30% free health services among the hard Core Poor & the Poor. But the rich people are also welcome.
Health Center Information: Services are provided through 1 CRHCC, 6 PHCCs, 1 VCCT, 1 Primary Eye Care Center, 6 DOTS Center, one Mini Clinic, 1 Evening Clinic. For easy excess of the community people to health services, we have established 72 Out Reach Center(ORC)/Satellite Spot within the catchments area. Twelve ORC/ Satellite spots are under each PHCC. Also manage all service point establish a Project Office
