PPM&E Firm
Project Performance Monitoring and Evaluation (PPM&E) firm is responsible for monitoring and evaluation of performances of service delivery by partner NGOs of Second Urban Primary Health Care Project ( UPHCP). The Project Management Unit (PMU) contracted with HLSP ( www.hlsp.org), a UK based international health management consulting firm on 24 June 2007. HLSP carries out the responsibilities in partnership with PRDA and ACNielsen.
Objectives of PPM&E
The objective of PPM& E is to conduct the following activities to monitor and assess the impact of the project:
->> Identifying and defining the urban and municipal UPHCP geographical areas, including development of detailed GIS maps for each PA area, based on UPHCP-II program requirements.
->> Poverty Assessment of each of the PAAs using recognized poverty criteria used in BBS or BDHS study. This is done to provide services to 30% poor and hardcore poor.
->> Conducting baseline, midterm and follow-up surveys in the PAA catchment’s areas in order to assess the project performance through using different types of survey techniques such as household survey, facility survey, qualitative survey using PRA and regular monitoring survey using ISI.
PPME Surveys:
Since inception the PPM&E firm has been carrying out its role through following surveys:
1. Household survey,
2. Facility survey,
3. Regular monitoring survey,
4. Qualitative survey, and
5. GIS Mapping of partnership areas
1. Household Survey
Baseline household survey was conducted in the PAAs catchments area. The other surveys ( facility based) were conducted in following 6 city corporations and 5 municipalities.
The Six City Corporations:

->> Rajshahi City Corporation
->> Barisal City Corporation
->> Sylhet City Corporation
Five District Municipalities:
->> Bogra
->> Comilla
->> Sirajganj

Methodology of Household Listing, Household Survey, and Sample Size
The Household survey.
In order to conduct the household survey first household listing survey was done to collect information on poverty, household basic needs, access to sanitary toilet, access to electricity, source of energy for cooking. The listing also helped to form list of clusters which were used in the household survey. In the household survey information on fertility, child mortality, maternal health, reproductive health, vaccination, HIV/AIDS were collected
For the household survey, a two-stage cluster sampling design was used. First stage would be the selection of clusters from each PA area and the second stage was the selection of households. A systematic random sampling technique was followed for the selection of households from the cluster.
2. Facility survey
Baseline and mid line facility surveys were conducted. Health Facility survey gathered information on the indicators related to quality and coverage of care, management and availability of logistics s including medicines, contraceptives, drugs, etc at CRHCCs, PHCCs and satellite clinics respectively. Health facility survey covered all the 24 partnership areas. The following techniques were used to conduct the health facility survey.

3. Regular monitoring survey ( ISI) :
Periodic Regular Monitoring Surveys with a 6 month interval are being conducted using Integrated Supervisory Instruments (ISI). Six types of tools are being used to capture data on performances of each facility ( PHCC, CRHCC and SC) and overall performances of the service providers of Partner NGOs. These tools are for Project Office, CRHCC, PHCC, Satellite Clinic, VCT centre and Primary Eye care Centre. The tools are revised according to meet the needs of the project before each survey. So far 3 ISI surveys were conducted. The reports of ISI survey are available in this website.
4. Qualitative survey:
A participatory evaluation is conducted at the community level to assess the availability of health services, access of the poor to health services and the social, financial and physical barriers to service utilization by the urban poor. The qualitative survey provides PAs with information that will support the development of a community-focused strategy for health service provision to reach 30% urban poor by taking into account gender and equity.
A PRA technique is used based on the objectives of the qualitative survey. So far baseline qualitative survey was completed. The midline qualitative survey is on process.
4. GIS Mapping of partnership areas :
PM&E produced GIS map for 24 partnership areas. The survey covered the mapping activities of 24 PAAs through using GIS technique. Following steps were followed for mapping activities,
1. First, identifying place of existing satellite clinic, PHCC and CRHCC, and their catchments area within the City Corporations and Municipalities using GPS, and then mapping the service points with other essential features and catchments area applying GIS techniques.
2. Then prepared detailed maps of each PAA geographical areas using GIS software and techniques based on UPHCP-II program requirements and finalize them in consultation with PMU and other stakeholders.
3. Initial maps prepared were shared with each PAAs and with PMU. The GIS maps were finalized in consultation with them. Any one interested to receive the GIS map of each PA may contact the following address.
